Has or can GWv4 be used on say Android phone/tablet software ?

Currently no.
The software has been designed that it could be possible to build it for other OS's in the future, but as yet there has not been significant demand to do so.

Not really i'm afraid. It will be fair bit of work and we're concentrating on supporting and developing the windows version at the moment. I can see it happening in the future, but not before a lot more people start using android or iOS to tune with, or somebody directly invests in a port.
