Escort Cosworth P8 query

Hopefully someone can help me diagnose a sad ECU.
When the ECU is plugged in to the loom, and the ignition is turned on there is no Fuel Pump prime (relays do not kick in) or ISCV pulsing - both standard features of a P8. The rev counter bounces all the way round and back again. The car does not start.
When I plug my standard P8 (with a Pectel encryption board/chip) back in - everything is happy.
I can connect to the ECU on the bench when I stick 12v and ground, through pins 1 and 19 (negative) and pin 20 (positive).
I'm not sure if the GEMS software has disabled these features, or whether there is another issue at hand? It feels to me like a component fault on the ECU, even though I can connect to the ECU via GWv4 doesn't mean that the ECU is not faulty.
For info in it's needed, I run: ALS, Wasted spark, WI (although not plumbed in), Greys, 3Bar MAP and a standalone boost control system. The loom is new (and is wired to P8 standard - apart from an ALS switch and additional Wasted spark parts), all relays are new and I have never had any issues with my original P8 at all - it's been a champ.
Anyone? Can GEMS test/service an ECU?

I have escalated this to one of our directors as they are much more attuned to this legacy (sorry) kit....
If he can suggest a solution, I'll post it here (or he will reply directly to you).
If 'push-comes-to-shove' we can add you to our database so that you can send the unit back, for us to do some investigation.
